If you are talking about the jumper in third version that is not really necessary it only works if all other are not working. Just do the solutions in the first image and your problem will be solved.

good day..i am a new in this error and i dont know how to fix this kind of error…thank you for his teps..but i am stl confuse about the jumepring from the IC to the capacitor
